Après le vote irlandais sur le traité de Lisbonne et la victoire du "non", quel avenir imaginer pour l'Union européenne ? Quelle est la suite du processus de ratification ? La question est peut-être aujourd'hui moins de savoir quand, que de savoir comment seront mises en oeuvre les nouvelles institutions européennes.
Les Matins accueillent aujourd'hui Robert Badinter, ancien Garde des Sceaux. Il sera aussi question de démocratie française puisque demain, le Sénat examinera le projet de texte pour réformer les institutions de la Vème République.
